POLICIES & PROCEDURES

Age Verification Policy

All participants must submit proof-of-age documentation to head office to compete in any JPT event. Proof-of-age submission guidelines (Only needs to be submitted ONCE upon joining for the first time): • Email of an acceptable proof-of-age English or French language document (passport recommended for non-Canadian participants). • Players will receive an email on whether their proof-of-age documentation has been received and accepted. • Proof-of-age submitted must reflect sex at birth. Acceptable Forms of Documentation: • Birth Certificate, Passport (page containing name and date of birth), driver's license or health card. Only one document is required. Unacceptable forms of documentation: • School ID. • Resident Card. • Non-English or French document. The JPT reserves the right to accept or deny any proof-of-age documentation not listed above.

Withdrawal & Refund Policy

Registration Deadline: • Registration for the event will close 14 days prior to the first round. Payment and Active Roster: • At the time of registration, all players will be charged the event fee and moved to the active roster. Waitlist Management: • Once registration is closed, any additional players interested in competing in the event will be placed on a waitlist. Players on the waitlist will not be charged until they are moved to the active roster. There is no penalty for withdrawing from the waitlist at any time. Withdrawal Outside of 14 Days: • If a player withdraws from the event more than 14 days before the first round, they can receive a refund. The refund will be for the full amount minus a $40 credit card processing fee. Withdrawal Within 14 Days but Outside of 7 Days: • If a player withdraws within 14 days but more than 7 days before the first round, they will receive a refund for the event fee, minus a $80 withdrawal fee/credit card processing fee. Withdrawal Within 7 Days: • If a player withdraws within 7 days of the first round, they will not be eligible for any refund. Refunds will be provided based on the withdraw policy outlined above. This policy ensures that participants are aware of the financial commitment and the importance of planning their participation accordingly. Please reach out to the event organizers if you have any questions regarding this policy.

Local Rules & Terms of Competition

Play is governed by the Golf Canada Rules of Golf (effective January 2023), and, where applicable, by the following Local Rules and Terms of the Competition, subject to changes for particular championships. The player’s attention is drawn to the Terms of the Competition printed on the forms accompanying applications for entry. Complete text of Local Rules may be found in the Golf Canada Official Guide to the Rules of Golf (effective January 2023). Unless otherwise noted, the penalty for a breach of a Local Rule is the General Penalty. 1. Out of Bounds (Rule 18.2) – Defined by the line between the course-side points at ground level of white dots, lines, stakes and posts of fences defining out of bounds. A ball is out of bounds when it is beyond any wall defining the boundary of the course. A ball coming to rest on or beyond a road defined as Out of Bounds is Out of Bounds, even if it comes to rest on another part of the Course that is in bounds for other holes. All closed gates that are attached to boundary walls and fences are part of the boundary object and deemed to be fixed. An open gate is not treated as part of the boundary object and may be moved to a different position. 2. Abnormal Course Conditions (Including Immovable Obstructions) (Rule 16) – Ground Under Repair includes: a. Areas encircled by a white line. b. Exposed tree roots in areas cut to fairway height or less (MLR F-9). c. Drainage ditches filled with stones (French drains). d. Aeration Holes - Model Local Rule E-4 is in effect. If a player’s ball lies in an aeration hole: (a) Ball in General Area cut to fairway height or less. The player may take relief under Rule 16.1b. If the ball comes to rest in another aeration hole, the player may take relief again under this local rule. (b) Ball on Putting Green. The player may take relief under 16.1d. But interference does not exist if the aeration hole only interferes with the player’s stance or area of intended swing or, on the putting green, on the player’s line of play. e. Seams of Cut Turf – Model Local Rule F-7 is in effect. Interference exists if a player’s ball lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing. However, interference does not exist if the seam only interferes with the player’s stance. All seams within the area of cut turf are treated as the same seam in taking relief. f. Immovable Obstructions – White-lined areas and any immovable obstruction they tie into are treated as a single abnormal course condition when taking relief under Rule 16.1. 3. No Play Zones - Areas that are ornamental garden beds, turf nurseries or decorative flowerbeds are No Play Zones that are to be treated as abnormal course conditions. Relief must be taken from interference by these no play zones under Rule 16.1f. 4. Immovable Obstructions Close to Putting Greens – Model Local Rule F-5.2 is in effect. For a ball in the general area, relief may be taken under Rule 16.1b when both the ball and obstruction lie in an area cut to fairway height or less. The ball must be within two club-lengths of the obstruction and the obstruction must be located: a. On or within two club-lengths of the putting green, and; b. On the player’s line of play. 5. Integral Objects – The following are integral objects from which free relief is not allowed: a. The portion of cables, wires, wrappings and other similar objects closely attached to trees; b. Artificial retaining walls and/or pilings when located within penalty areas or which are adjacent to the edge of bunkers; c. Bunker liners in their intended position. An exposed bunker liner may be treated as ground under repair by the Committee. However, interference by a bunker liner does not exist if the bunker liner only interferes with a player’s stance. 6. Wood Chips and Mulch – Wood chips and mulch are loose impediments. 7. Ball Deflected by Power Line – MLR E-11 is in effect. If a ball on the course strikes a permanent elevated power line or the tower/pole supporting them, the stroke does not count. The player must replay the stroke by playing a ball from the spot where that stroke was made in accordance with Rule 14.6. 8. Animals Near Ball – Model Local Rule E-13 is in effect. An animal that is not defined as a loose impediment and is touching or near a player’s ball may be removed. If the ball moves while removing the animal, there is no penalty and the ball must be replaced. 9. Temporary Immovable Obstructions – Model Local Rule F-23 is in effect. Temporary Immovable Obstructions include, but are not limited to, starting and scoring tents. 10. Penalty Areas (Rule 17) – When a red penalty area is defined on only one side, it is deemed to extend to infinity. When a red penalty area adjoins a boundary, the penalty area edge extends to and coincides with the boundary. A player is not allowed to play a Provisional Ball if it is known with certainty that a Ball is in a Penalty Area. In cases where the design of a hole is such that a player does not know with certainty whether a Ball is in a penalty area, the player may play a provisional ball in accordance with Model Local Rule B-3. 11. Specifications of Clubs and the Ball a. List of Conforming Driver Heads: Model Local Rule G-1 is in effect. Penalty for making a stroke with a club in breach of this Local Rule: Disqualification. b. Groove and Punch Mark Specifications: Model Local Rule G-2 is in effect but is modified as the exception to G-2 does not apply. Penalty for making a stroke with a club in breach of this Local Rule: Disqualification. c. List of Conforming Golf Balls: Model Local Rule G-3 is in effect. Penalty for making a stroke with a ball in breach of this Local Rule: Disqualification. d. Replacing Club that is Broken or Significantly Damaged – Revised Model Local Rule G-9 effective January 1, 2025, is in effect. Penalty for Breach of Local Rule – See Rule 4.1b. Note: An updated List of Conforming Clubs and Balls is available at golfcanada.ca 12. Caddies – MLR H1.1 is in effect. Caddies are not allowed in any JPT competitions. The player gets the General Penalty for each hole during which there is a breach of this Local Rule. If the breach occurs between the play of two holes, it applies to the next hole. 13. Pace of Play (Rule 5.6b(3)) – A group Play Policy will be in effect at all JPT competitions and will be communicated prior to the start of the competition. The full JPT policies are available at https://juniorplayerstour.ca/about-jpt/policies-and-procedures/ Note: Rule 5.6a (Unreasonable Delay of Play) is still applicable. 14. Stopping and Resuming Play (Rule 5.7) – Model Local Rule J-1 is in effect as follows: a. Immediate suspension (Dangerous Situation): One prolonged note of the air horn. b. Normal Suspension (Non-Dangerous situation): Three short notes of the air horn. c. Resume Play: Two short notes of the air horn. Note: During an immediate suspension for a dangerous situation, all practice areas are closed until the Tournament Committee has declared them open. Players who practice on closed practice areas will be asked to stop practicing. Players who fail to do so will be subject to penalties under R5.5 and the Code of Conduct. 15. Practice (Rule 5.2 and 5.5) a. Before or between rounds in Stroke Play – Model Local Rule I-1.1 is in effect and Rule 5.2b is modified as follows: A player must not practice on the competition course (except on or near their first teeing area or any practice area) on the day of a competition or between rounds. Penalty for first breach: General Penalty (applied to the player’s first hole). Penalty for second breach: Disqualification. b. Between holes in Stroke Play – Model Local Rule I-2 is in effect and Rule 5.5b is modified as follows: Between the play of two holes, a player must not: • Make any practice stroke on or near the putting green of the hole just completed, or • Test the surface of that putting green by rubbing the putting green or rolling a ball. 16. Transportation – Model Local Rule G-6 is in effect and is modified as follows: During a round, players must not ride on any form of motorized transportation unless authorized or later approved by the Tournament Rules Committee. A player proceeding under a stroke and distance penalty is always authorized to use motorized transportation for that purpose. 17. Code of Conduct (Rule 1.2) – The JPT has adopted a Local Rule under Rule 1.2b setting standards of player conduct on the golf course during play at all competitions. The full policy is available at https://juniorplayerstour.ca/about-jpt/policies-and-procedures/ The JPT Rules Committee may assess any or all the following penalties outlined below, based on the severity and frequency of the violation: • Warning. • One-stroke penalty for each violation. • Immediate disqualification from the tournament at which the violation occurs. • Disqualification from future event(s), including without limitation, future Invitationals and/or postseason honors. • Suspension of JPT membership (including playing privileges); and/or • Revocation of JPT membership. Note: Under Rule 1.2a, the JPT Tournament Committee may disqualify a player for serious misconduct for acting contrary to the spirit of the game. 18. Scorecard Responsibilities a. Scorecard Returned –The scorecard of a player is deemed to be returned to the Committee 15 minutes after the scorecard is accepted into the electronic scoring system. b. Missing Player or Marker Certification – Model Local Rule L-1 is in effect and Rule 3.3b(2) is modified as follows – If a player returns a scorecard without the hole scores being certified either by the player, the marker or both, the player gets the General Penalty. The penalty applies to the last hole of the player’s round. 19. Meaning of a Round – Unless otherwise posted in the Notice to Players, a tournament round for a division will consist of two consecutive 9-hole rounds when all play in a division starts on the same hole. If every player in a division is unable to complete 18 holes but has completed 9 holes and the event is subsequently cancelled, the 9-hole score will count. Every player in that division must complete nine holes for the event to count. 20. Ties – In a stroke play competition, ties for first place will be decided by a hole-by-hole playoff. In the event a playoff cannot be conducted; the tie will be decided by matching cards based on the best score for the last nine holes. If the tying players have the same score for the last nine, then the last six holes, last three holes and finally the 18th hole will be used to determine the winner. If the players are still tied, the same process will be used for the front nine. 21. When Result of Competition is Final – The competition is final when all scores have been validated in the electronic scoring system by the JPT Tournament Director and approved by the Committee or when the trophy has been presented to the winner.

Code of Conduct Policy

The Junior Players Tour (JPT) takes pride in operating elite events with high quality players, host facilities and volunteers. To maintain this high standard in our events, the JPT will not tolerate any behaviour that goes against the integrity and spirit of the game. All competitors must adhere to the following Code of Conduct both on and off the course throughout the duration of the event. Drugs, Alcohol, Tobacco – The use of drugs, alcohol, tobacco, or vaping products is strictly prohibited in all JPT events. Respect for the course – Any intentional damage to the course or host facility, such as failing to repair ball marks, replace divots, or rake bunkers will be seen as a breach of the JPT Code of Conduct. Behaviour and Conduct – Players are expected to treat all tournament officials, volunteers, and host facility staff with respect at all times. Any form of disrespect or abusive behaviour will not be tolerated and will result in disciplinary action, including penalties and/or disqualification. The use of abusive language, emotional outbursts, or club throwing are strictly prohibited. Players must maintain composure on the course. Integrity – Players are required to uphold the rules of golf, reporting scores accurately and calling penalties on themselves when appropriate. Any intentional breach of the rules, such as knowingly cheating or manipulating the outcome of play, could result in disqualification and potential suspension from future events. Audio and video equipment - Rule 1.2 Standards of Player Conduct covers the "spirit of the game" and "showing consideration for others" by not distracting the play of another player. To expand on Rule 1.2 and to provide more specific examples, the following Code of Conduct policies are in effect regarding audio and video equipment. • Wearing ear buds, air pods, headphones, and the like are NOT permitted for players during competitive rounds. • Players are prohibited from carrying, wearing, or attaching to their equipment any devices specifically designed to capture audio, such as microphones, during any competitive round. • Players are prohibited from using video recording devices during competitive rounds. This includes attaching video recording devices to themselves or their equipment. Example, a player must not personally make video recordings during the round. • Cell phones can be used strictly for yardage purposes or to call an official for rules clarifications. VIOLATIONS & PENALTIES: Whether a player has violated this Code of Conduct, and what penalty or penalties are appropriate, will be determined by the sole discretion of the JPT. The JPT may assess any or all of the following penalties (alone or in combination) based on the severity and frequency of the violation(s): • Warning. • One-stroke penalty for each violation. • Immediate disqualification from the tournament at which the violation occurs. • Disqualification from future event(s), including without limitation, future Invitationals and/or postseason honors. • Suspension of JPT membership (including playing privileges); and/or • Revocation of JPT membership. Depending on the type and severity of the violation, one or more of the above penalties may be assessed on the spot, or at a later time, after further reflection or investigation by the JPT. In any case, upon a violation, the relevant player and his/her parent(s) or guardian(s) will receive a written letter to explain the JPT’s final decision.

Spectator Policy

  • Spectators are expected to always adhere to the following spectator policy as well as the Code of Conduct when at the host facility. • Spectators must be respectful towards JPT staff, course staff and volunteers at all times. • Spectators must be respectful of the restricted areas designated for JPT Staff and players only. • Spectators must respect all decisions made by JPT tournament officials and staff. All rulings must be decided by a JPT tournament official/referee. Spectators are not allowed to get involved in rulings. • Spectators attend JPT events at their own risk. • Spectator carts are not permitted in JPT events, except if they have obtained permission in advance by the JPT Tournament Committee. Cart requests must be made to head office at least 3 days prior to the event with reason for requirement of the cart. • Spectators are required to always remain at least 20 yards from all competitors and on the cart path. Where there is no cart path, they should remain in the rough. • Spectators are prohibited from being in the Fairways, near the greens or teeing areas at all times. • It is recommended for spectators to remain one shot ahead of the group they are following. The JPT request that spectators refrain from looking for players golf balls unless requested by the player. • Spectators are allowed to assist players by carrying clothing, food, drinks, umbrellas, and other small personal items for the player. Whether a parent has violated this Code of Conduct, and what penalty or penalties are appropriate, will be determined in the sole discretion of the JPT. The JPT may assess any or all of the following penalties (alone or in combination) based on the severity and frequency of the violation(s):

  • • Loss of spectating privileges at the current tournament and/or future tournaments. • Immediate disqualification of the player from the tournament at which the violation occurs. • Disqualification of the player from future event(s), including without limitation, future Invitationals and/or postseason honors. • Suspension of JPT membership (including playing privileges); and/or • Revocation of JPT membership.
  • Failure to abide by these rules and regulations may result in any or all of the following penalties including suspension of spectating privileges, player disqualification, or membership review. Depending on the type and severity of the violation, one or more of the above penalties may be assessed on the spot, or later, after further reflection or investigation by the JPT.

Pace of Play Policy

The JPT looks to be leaders in pace of play in Junior Golf and will take a proactive approach to ensure a good pace of play at each event. Group Pace of Play The JPT will designate a minimum of four (4) holes on the course as timing checkpoints. Players will be notified of their position relative to time par at each checkpoint. Players are responsible for ensuring they reach each checkpoint under their respective time pars. If a group misses a checkpoint, they will be given a warning that they are behind pace of play and will be required to make up a certain amount of time by the next checkpoint. If the group does not make up the required amount of time specified at the first missed checkpoint by the next checkpoint, they will be subject to a one-stroke penalty. If they remain out of position through the remaining checkpoints, the one-stroke penalty will be assessed. Each scorecard will include the hole-by-hole pace of play which outlines what time each group should be finished each hole. Each group is considered “on the clock” as soon as they have teed off the first hole. Players should play ready golf throughout the entirety of the round. Individual Pace of Play In addition to the group Pace of Play, the JPT will also institute an Individual Pace of Play. When a group has missed a checkpoint and is out of position, JPT officials may individually time players in the group. Bad Times: A player has recorded a bad time when they have taken more then 40 seconds to play a shot once it is their turn to play and there are no distractions. An additional 10 second is given to the first player on the tee and green. Players will be immediately notified by an official when recording a bad time. Unreasonable Delay: If a player records two (2) bad times during the round, they will receive a one-stroke penalty for unreasonable delay. Players will be warned immediately after recording the first bad time. The player will receive a two-stroke penalty if they record three (3) bad times and the player will be disqualified after four (4) bad times.

Age Division Policy

The Junior Players Tour (JPT) consists of 4 different divisions: • U19 Junior Boys: Boys between the age of 15-18. • U19 Junior Girls: Girls between the age of 15-18. • U15 Bantam Boys: Boys between the age of 10-14. • U15 Bantam Girls: Girls between the age of 10-14. A players age is determined based on their age as of August 1st of the current year.

Dress Code Policy

Proper golf attire is required of all JPT participants and spectators while onsite at the host facility. More specifically, at JPT events: • Hats/visors must be worn with the brim forward. • Collared shirt or mock turtlenecks (host facility permitting) must be always worn and tucked in. • Women’s fashion shirts must not rise above the belt line at any time during the golf swing. • Shorts and skirts must be no more than 5” above the knee when standing. Players must adhere to the JPT dress code as well as the dress code of the host facility.

Tee Time Policy

First and Second Round Tee Times: Tee times for the first and second round of each event will be released by 5:00 PM EST, 3 days prior to the first round. Advance Notice: Tee times for both the first and second rounds will be made available at the same time, providing players with adequate notice for planning. Final Round Tee Times: Tee times for the third round will be determined based on the players' scores from the first and second rounds. These times will be released after the completion of round 2. This policy ensures that players are well-informed of their scheduled times while accommodating adjustments based on performance for the final round. Membership Policy

Membership is open to any Junior Golfer who Is interested in competitive golf and is not older than 18 as of August 1st of the current year. Yearly memberships expire on December 1st of each year regardless of the time of purchase. Event Participation for Non-Members: Players may compete in one event per season without needing to purchase a membership and at no additional cost. Membership Requirement: To participate in a second event within the same season, players must purchase a mandatory membership. Membership Benefits: Upon purchasing a membership, players will receive a JPT membership package that includes exclusive JPT and sponsor merchandise. Membership grants players the ability to register for all JPT events in that season. Membership Fees and Withdrawals: Fee Structure: The membership fee must be paid in full to gain access to the benefits and events outlined above. Refunds: If a player wishes to withdraw their membership, the withdrawal must be made before competing in their first event as a member. A refund will be issued minus a $30 withdrawal fee. This policy encourages players to make a commitment to membership while offering flexibility for those who may need to withdraw before their first event.
